Pace: Coast Guard didn’t follow procedures on anchorages

lohud.com: The Coast Guard skipped ahead of its own internal processes in proposing 10 new commercial shipping anchorages on the Hudson River, exempting themselves from speaking to the public Pace University Environmental Policy Clinic students contend.
